Against the backdrop of deepening economic globalization and increasing international exchange and cooperation, China's demand for internationally oriented professionals with cross-cultural communication skills, professional qualities, and a global perspective is becoming increasingly urgent. As a universal language of communication, the quality of English teaching is directly linked to the effectiveness of China's international talent development. Therefore, clarifying the positioning of English teaching and analyzing the challenges it faces are of great practical significance. Through literature research, policy interpretation, and practical observation, this paper systematically examines the core competency requirements of globalization for China's international talent. It then defines three core roles for English teaching in talent cultivation: as a core language tool, a bridge for cross-cultural communication, and a link between professional competence and international standards. Furthermore, based on the current state of English teaching in China, this paper analyzes the challenges facing English teaching from five perspectives: imbalanced teaching objectives, lack of cross-cultural teaching, regional resource imbalances, insufficient digital adaptation, and disconnection from professional needs. The study finds that English teaching needs to move beyond the traditional exam-oriented approach and toward a comprehensive training model that integrates language application, cultural understanding, and professional expertise to better support the development of internationally oriented professionals. The conclusions of this paper provide theoretical references and practical guidance for optimizing English teaching systems and improving the quality of talent cultivation.
